_ .
. oF.pc
~ 9C
V A
`1
'[LINO`'
June 14, 2000
PUBLIC WORKS MEMORANDUM
NO. 2000-43
MEMORANDUM TO: Honorable Mayor and City Council
FROM: Steve Garman, City Manager /
Bruce McNabb,P.E., Director of Public Works
Stephen Swanson, P.E., City Engineer '
r
SUBJECT: Street Reconstruction
City Project 2000-24
The Street Reconstruction Program involves constructing new pavement in curbed or
non-curbed streets having existing asphalt pavement with no remaining useful life. Curbed
streets in this program have over time received multiple layers of surface treatments andJor
overlays and it is not practical to continue overlaying such streets. Each succeeding layer has
reduced the available gutter depth by the thickness of the surface treatment or overlay. The
available gutter depth on most of these streets has become two inches ar less, such that the curb
has lost most of its functional purposes (i.e. drainage control, access control, pavement edge
delineation, delineation of non-vehicular travelways, aesthetics, roadside management, etc.).
Non-curbed streets in the program have existing pavement that is badly deteriorated through age
and use and can no longer cost effectively be maintained by the City's street crews.
These streets are a constant source of citizen complaints because of their poor condition,
which precludes routine City maintenance practices from being cost effective. The City has
performed limited maintenance work as a temporary relief to roadway users. This year's program
will reconstruct approximately 3.3 centerline miles of street. The miles of City streets needing to
be reconstructed are estimated to be 36.4 miles of asphalt streets and 14 miles of concrete streets
based on the Pavement Management System report for needs through 2000. A listing of the
streets in this year's program is attached for your information.
