. . . , . Page 2 The reconstruction process involves removing the existing pavement, constructing a soil-cement base and placing a new asphalt concrete surface. The finished surface of the new pavement is approximately 4 inches below its original grade for curbed streets. The finished surface for non-curbed streets will vary from 0 to 4 inches above the existing street surface. The reconstruction process does inconvenience residents and disrupt local traffic. This work is ; essentially building a new street and the street must be closed to all traffic for up to a week to ten , days. Residents will be inconvenienced and not have direct access to their driveways while the '', street is closed. Staff will be working with the contractar to keep residents and emergency services informed of the project's progress and to make arrangements for residents having special I needs. The closures will be held to a minimum, but will be unavoidable. It is expected that �I complaints from affected residents will occur. The project specifications were prepared by the Engineering Division. The project was . advertised and bids were received and opened on June 12, 2000. The results of the letting are as , follows (bid tabulation attached): Compared to Engineer's Est. Bidder Bid Price Over(-Under� Engineer's Estimate $ 1,580,930.00 --- '�� Dunn Company $ 1,563,762.50 (1.09) The receipt of one bid is a concern to staff as it relates to the City obtaining competitive bids. However, in this instance the receipt of one bid is considered acceptable given the historic �, number of contractars that have bid on City street reconstruction projects and the need to proceed � with this project for the general benefit of the public. Dunn Company has done this work for the , last three years to the satisfaction of staff and residents. Funding for this project will be from the City's General Capital Improvements Fund. , It is recommended by staff that the City Council approve the attached resolution awarding � the contract for the Street Reconstruction Project, City Project 2000-24, to Dunn Company, at its �� low bid of$1,563,762.50 and that the Mayor be authorized to execute the contract.
