�\ • <br /> REQUEST FOR PROPOSALS <br /> - TRANSIT PLANNING STUDY- <br /> Project Description: <br /> The City of Decatur, IL, is issuing this request for proposals (RFP) for a consultant to <br /> perform a comprehensive review of the operations of the Decatur Public Transit System. The <br /> City plans to contract with a single firm to conduct the following work: <br /> 1. To collect detailed data on all facets of the present fixed-route transit system; , <br /> 2. To assess public opinion regarding the level of service now provided; <br /> 3. To measure the unmet demand for fixed route transit service; <br /> 4. To measure the effect that the current fare structure has on ridership; <br /> 5. To identify and evaluate internal operational deficiencies; <br /> 6. To determine the appropriate service area, routes, number of vehicles in service, days <br /> and hours of service, fares, etc.; and <br /> 7. To recommend the optimum transit system to meet the needs of the public, while <br /> staying within the established financial and political limitations. <br /> Time and Place of Proposal Openin� <br /> Sealed proposals for consultant services will be received at the office of the Mass Transit <br /> Administrator, Decatur Public Transit System, 555 E. Wood St., Decatur, IL, 62523, until 2:00 <br /> p.m. (Central Time) on July 21, 2000. The proposal opening will take place there, at that time. <br /> Additional Information: <br /> Complete copies of the RFP package, detailing the specific format required for proposals, <br /> may be obtained by contacting the Mass Transit Administrator at the address given above, or by <br /> telephone at(217) 424-2820, or by FAX at(217) 424-2818, or by e-mail at pmcchanc@fgi.net. <br /> Ri�ht of Selection/Rejection: <br /> The City reserves the right to accept any proposal or any part or parts thereof, or to reject <br /> any and all proposals, to waive any informalities in any proposal received, and to waive minor <br /> deviations from these instructions. However, any proposal which is not in the proper format, <br /> does not follow the instructions, or does not provide the information requested, may be subject to <br /> immediate rejection. Acceptance of any proposal is subject to concurrence by the Illinois <br /> Department of Transportation and the United States Department of Transportation. <br /> Fundin�: <br /> Any contract resulting from this RFP is subject to a financial assistance contract between <br /> the City of Decatur and the Illinois Department of Transportation. <br /> Equal Employment Opportunit�EEO) Compliance: <br /> Contractors are required to comply with all applicable Equal Employment Opportunity <br /> laws and regulations. <br /> Pro�osal Modification and Withdrawal: <br /> Prior to the date/time set for proposal opening, proposals may be modified or withdrawn. <br /> After the submittal due date/time,proposals may not be modified or withdrawn for ninety(90) <br /> calendar days.
