In addition, for each project, indicate the individuals from the proposing firm that ' had responsibility for the project and if they are still with the firm. 8. The proposed fee structure (i.e., actual cost plus fixed fee, salary cost times a multiplier plus incidental costs, lump sum, etc.) and an estimated fee range for , the proposed scope of work in the proposal for this project. 9. Submittal of proposal shall be taken as prima facie evidence that the proposer has full , knowledge of the scope, nature, quality and quantity of the work to be performed, and the detailed requirements and conditions under which the work is to be performed. ' X. EVALUATION OF PROPOSALS ' All proposals will be evaluated by a project task force assigned by the Director of Public Works. Proposals shall be evaluated on the basis of the Evaluation Criteria noted herein. The task force may make a selection on the basis of the proposals received, or may ' choose to "short list" prospective firms for further discussions. The firm selected for the award will be chosen on the basis of the apparent greatest benefit to the City, and not necessarily on the basis of cost. The City Council will make the final award of a contract. ' XI. EVALUATION CRITERIA , The City of Decaiur selection process is qualification based. It is the intent of this invitation to specify the general terms and conditions of the required work. Responding , firms should address the specifics set forth, as well as the generally accepted good practices for the design and specifications of a SCADA system compatible with existing Crty software and hardware. The City expects to select a firm directly from the proposals ' received and negotiate a contract for the services.
