A description of what portion of the work, if any, will be subcontracted and <br /> the names of the sub-consultants, their relative percent of the work and <br /> , location. <br /> 7. A list of three or more recent similar projects. For each listed project describe <br /> the type of project; the project status; your time schedule for accomplishing <br /> , the respective phases of basic service; and if the project has been constructed <br /> your construction estimate versus the bid; the number, the value and the <br /> ' reason for construction change orders; and the names, addresses and telephone <br /> numbers of persons representing the owner and general contractor. The proposed fee structure (i.e., actual cost plus fixed fee, salary cost times a <br /> multiplier plus incidental costs, lump sum, etc.) and an estimated fee range for <br /> , the proposed scope of work in the proposal for this project. <br /> 9. EVALUATION OF PROPOSALS <br /> ' All proposals will be evaluated by a project task force assigned by the Director of Public <br /> Works. Proposals shall be evaluated on the basis of the Evaluation Criteria noted herein. <br /> The task force may make a selection on the basis of the proposals received, or may <br /> ' choose to "short list" prospective firms for further discussions. The firm selected for the <br /> award will be chosen on the basis of the apparent greatest benefit to the City, and not <br /> necessarily on the basis of cost. The City Council will make the final award of a contract. <br /> ' XI. EVALUATION CRITERIA <br /> , The City of Decaiur selection process is qualification based. It is the intent of this <br /> invitation to specify the general terms and conditions of the required work. Responding <br /> , firms should address the specifics set forth, as well as the generally accepted good <br /> practices for the design and specifications of a SCADA system compatible with existing <br /> Crty software and hardware. The City expects to select a firm directly from the proposals <br /> ' received and negotiate a contract for the services.
