' <br /> ' SECTION 2 <br /> ' PROJECT BACKGROUND <br /> AND GENERAL SCOPE OF WORK <br /> ' I. PROJECT INFORMATION <br /> ' The project involves the replacement of the existing underground control cables between <br /> the City's South Water Treatment Plant (SWTP) located at 1155 S. Martin Luther King, <br /> Jr., Drive in the City and the Raw Water Pump Station (RWPS) serving the SWTP. The <br /> ' RWPS is located on Lincoln Park Drive just north of the Lake Decatur Dam <br /> approximately 1200 feet southwest of the SWTP (refer to attached locale map). <br /> ' The existing underground control cables are to be replaced with a California Microwave <br /> 900 MHz spread spectrum radio telemetry system. The new system will be incorporated <br /> into the existing spread spectrum radio system and Supervisory Control and Data <br /> ' Acquisition (SCADA) system that currently links the Lake Decatur Dam Control House <br /> and the SWTP. Radio signals will be transferred to and from a Programmable Logic <br /> ' Controller (PLC) to be installed at the RWPS and the SWTP SCADA system via the <br /> spread spectrum radio system. <br /> ' Upgrades made to the RWPS include installing the equipment and appurtenances to <br /> transmit, receive and process radio signals for communications, controls, all analog <br /> signals and alarms. Included in the upgrades at the RWPS will be equipment to perform <br /> ' on-line testing of raw water. <br /> (The following Scope of Work represents the tasks and work products the City anticipates <br /> ' may be required for the successful completion of this project. The final Scope of Work <br /> and compensation will be negotiated with the firm selected as most qualified to meet the <br /> City's project needs.) <br /> ' II. GENERAL SCOPE OF WORK <br /> � A. The consultant shall prepare the plans and specifications to retrofit the City's RWPS <br /> and S WTP so that these facilities will interface with each other throuQh the City's <br /> existing SCADA system such that the RWPS can be monitored and operated via the <br /> ' SWTP. This work is anticipated to consist of, at a minimum: <br /> l. Preparing the required engineering and technical drawin�s, details and <br /> ' specifications for: <br /> a. Removing and abandoning existing equipment and facilities. <br /> , b. New equipment, instnunents, components and software. <br /> c.
