1 <br /> ' <br /> ' <br /> , PROPOSAL FOR: <br /> City of Decatur South Water Treatment Plant/Raw Water Pump Station SCADA <br /> ' System <br /> PC & E Inc. proposes to design, program and start up the City of Decatur South <br /> ' Water Treatment Plant/Raw Water Pump Station SCADA System as outlined in <br /> this proposal. <br /> , Scope of work: <br /> PC & E will perform the work as described in the Request for Proposals dated <br /> March 3, 2000. This work is outlined in Section 2, II, items A through F, "General <br /> ' Scope of Work. The addition of the Ronan alarm system and the raw water level <br /> indicators and recorders will result in the need to put an intertace device in the <br /> SWTP. It is probable that this will be a PLC. PC & E has included the design, <br /> , programming and start up services to accomplish this. <br /> Special Considerations: <br /> ' It is highly recommended that the City of Decatur consider future control projects <br /> when selecting the equipment for this project. This project will require installing a <br /> PLC to be used as an interface between the existing Ronan annunciator, the <br /> ' chart recorder and the PC. It would an ideal time to determine whose PLC the <br /> SWTP will use and what the system architecture will look like. With the Nitrate <br /> ' Removal project coming soon and possible future control and SCADA projects at <br /> the plant, a decision is best made at this time. We would recommend having a <br /> meeting with the people who would make the decision for the S1NTP and come <br /> ' up with options and costs so that a logical decision can be made. PC & E has <br /> not set aside funds in this proposal to do this work. It would probably be about <br /> 16 hours of work for a principal engineer. <br /> ' Expectations of the Citv of Decatur: <br /> It is expected that the City will appoint a person to be the primary contact for this <br /> ' project. PC & E will need to have access to any existing manuals and drawings <br /> that may help in the project design. The City of Decatur will purchase any new <br /> equipment or software required for this project. <br /> ' Deliverables: <br /> The following deliverables will be turned over to the City of Decatur at the <br /> ' conclusion of the project: <br /> , <br /> , Page 1 <br />
