ANDERSON PLAZA DECATUR, ILLINOIS 62523-1196
'/[LINO`'
May 10, 2000
TO: Honorable Mayor Terry M. Howley and City Council Members
PROM: Steve Garm ty Manager
''
Cecil A. Collins, Jr., Assistant City Mana er for Intergovernmental Programs
Paul McChancy, ass Transit Administratorj
R: Drug aild Alcohol Procedures
A recent review by the Federal Transit Administration of the policies and procedures of the
Decatur Public Transit System found that the drug and alcohol procedures of the City's two taxi
contractors did not fully ineet FTA's requirements. FTA requires that any contractors hired by
the Transit System must meet the same requirements as the Transit System inust meet. It was
reconlmended that an addendum be added to the taai companies' contracts to require full
compliance with FTA drug and alcohol regulations.
Staff reconunends that an addendum be added to the contracts with Decatur Taxi, Inc. and Pride
Midwest Services, Inc., doing business as Decatur Pride Checker Cab, to provide taxi service
under the Transit System's subsidized taxi program for the disabled. The addenduin should
include the following provisions:
1. That the drug and alcohol policies and procedures of the taxi companies must
be in compliance with the regulations of the Federal Transit Administration;
2. That the ti companies inust adopt a drug and alcohol policy, and must file
their written policy with the Transit System within 30 days, and file any
subsequent amendments to that policy within 30 days of enactinent;
3. That the Decatur Public Transit System shall be responsible for monitoring the
taxi companies for compliauce with FTA regulatioiis; and
4. That failure to comply with FTA drug and alcohol regulations shall be
grounds for immediate terniination of the contract.
The attached resolution would authorize the execution of an addendum, as outlined above, to the
two taxi coinpany contracts, which were approved by City Council on May 1, 2000.
Pride of the Prairie
