Collins, Jr., Assistant City Mana er for Intergovernmental Programs <br /> Paul McChancy, ass Transit Administrator�j� � <br /> R�: Drug aild Alcohol Procedures <br /> A recent review by the Federal Transit Administration of the policies and procedures of the <br /> Decatur Public Transit System found that the drug and alcohol procedures of the City's two taxi <br /> contractors did not fully ineet FTA's requirements. FTA requires that any contractors hired by <br /> the Transit System must meet the same requirements as the Transit System inust meet. It was <br /> reconlmended that an addendum be added to the taa�i companies' contracts to require full <br /> compliance with FTA drug and alcohol regulations. <br /> Staff reconunends that an addendum be added to the contracts with Decatur Taxi, Inc. and Pride <br /> Midwest Services, Inc., doing business as Decatur Pride Checker Cab, to provide taxi service <br /> under the Transit System's subsidized taxi program for the disabled. The addenduin should <br /> include the following provisions: <br /> 1. That the drug and alcohol policies and procedures of the taxi companies must <br /> be in compliance with the regulations of the Federal Transit Administration; <br /> 2. That the t�i companies inust adopt a drug and alcohol policy, and must file <br /> their written policy with the Transit System within 30 days, and file any <br /> subsequent amendments to that policy within 30 days of enactinent; <br /> 3. That the Decatur Public Transit System shall be responsible for monitoring the <br /> taxi companies for compliauce with FTA regulatioiis; and <br /> 4. That failure to comply with FTA drug and alcohol regulations shall be <br /> grounds for immediate terniination of the contract. <br /> The attached resolution would authorize the execution of an addendum, as outlined above, to the <br /> two taxi coinpany contracts, which were approved by City Council on May 1, 2000. <br /> Pride of the Prairie <br />
