McNabb, P.E.,Director of Public Works� <br /> Stephen Swanson, P.E., City Engineer��� <br /> SUBJECT: 1999 Concrete Sidewalk Replacement Program <br /> City Project 9922 <br /> The award of the City's contracted concrete sidewalk replacement program was presented <br /> to the City Council at its regular meeting of May 1, 2000. The City Council did not approve the <br /> award of a contract to Karnic Construction, Inc. for this project and no additional action was <br /> taken by the City Council on this matter. Subsequent to that meeting, it has been requested that <br /> this matter be reconsidered by the City Council. <br /> The contracted concrete sidewalk replacement program repairs sections of sidewalk that are <br /> in poor condition. These include sidewalks that are severely cracked; have excessive <br /> displacement from settlement or heaving; or the surface of the sidewalk is rough from spalling <br /> and/or age. Each year a limited area of the City is selected by the Engineering Division for <br /> sidewalk replacement based on need and the relative amount of work within an area. Limiting <br /> the area the contractor must work in, as opposed to moving throughout the City, is, considered <br /> cost effective to the City. <br /> The selection process involves several considerations. The list of citizen complaints <br /> maintained by the Division about sidewalk conditions is reviewed to note areas having a <br /> concentrated number of complaints. Areas are coordinated with the City's Municipal Services <br /> Division concrete crew work program. After an area is selected, the Division makes its field <br /> inventory to record the sidewalk repairs needed in the area. This information is used to prepare a <br /> preliminary cost estimate for comparison to available project funding. The area may be increased <br /> or decreased in size depending on whether the cost estimate is less than or exceeds the approved <br /> project budget. <br />
