. <br /> , Page 2 <br /> IDOT has completed its design and has forwarded to City staff the Agreement (copy , <br /> attached) between the City and IDOT for the City's participation in this project. The City's total I <br /> cost share is $6,382.00 for the milling and resurfacing of the parking azeas; adjusting catch basin 'I <br /> or manhole frames and grates and related IDOT engineering costs. Associated with the <br /> Agreement is the requirement by IDOT that the City approve, by ordinance, permanent motor <br /> vehicle parking restrictions within the project limits; prohibiting the release of waste water into <br /> storm sewers; and regulating encroachments into the public right-of-way. For this reason, the <br /> City Council is asked to approve the three related ordinances prior to approving the Agreement <br /> with IDOT. <br /> The first ordinance, which becomes Exhibit B to the Agreement, designates locations <br /> within the project limits where motor vehicle parking is prohibited. This ordinance became <br /> necessary as some sections within the project limits are not designated as "no parking" by <br /> existing City ordinances on file with IDOT and in one case is not consistent with current <br /> permitted parking along the west side of Main Street from North to Washington Streets. Exhibit <br /> B has been prepared to be consistent with the current posted parking azeas on Main and Water <br /> Streets. <br /> The second ordinance, which becomes Exhibit C to the Agreement, requires the City to <br /> regulate the discharge of sanitary sewage or industrial waste water such that it cannot be drained <br /> into storm sewers constructed as part of this project. <br /> The third ordinance, which becomes Exhibit D to the Agreement, requires the City to <br /> regulate encroachments into the public right-of-way. Encroachments might include buildings, <br /> signs, fences, sidewalks or other objects that may be positioned in the public right-of-way. IDOT <br /> did perform a field review and no encroachments were noted that required special attention. This <br /> is a administrative requirement of IDOT whether or not an encroachment exists. <br /> It is recommended b staff that the Ci Council a rove the ordinances• the attached <br /> Y t3' PP � <br /> resolution approving Agreement No. JN-500012 with the State of Illinois acting through its <br /> Department of Transportation for the proposed improvement of a portion on Northbound U. S. <br /> Route 51 (Alt.) and Southbound U. S.
