Collins, Jr., Assistant City Manager for In r vernmental Programs <br /> Paul McChancy, Mass Transit Administrator pj� � <br /> ! <br /> RE: Special Transit Route subsidized by the Maranatha Assembly of God <br /> In the past the Decatur Public Transit System had provided special transportation services to the <br /> Maranatha Assembly of God on a charter basis. These services were stopped when it came to <br /> our attention that the Federal Transit Administration (FTA)prohibits the use of vehicles, <br /> structures, facilities and employees funded by FTA from being involved in charter services, <br /> except under very specific circumstances. While charter service is no longer practical, it is <br /> possible under FTA regulations to establish nearly equal transit service to the Church under a <br /> subsidized special route agreement. Staff has determined that the proposed subsidy to be paid <br /> by the Church would cover all of the costs of the special route service requested by the Church. <br /> Upon City Council approval, the attached resolution will authorize the City to enter into a <br /> contract with the Maranatha Assembly of God to provide limited public transportation on a <br /> special Saturday route, to and from the site of the Church's facility on Imboden Drive, with the <br /> Church paying an hourly subsidy. <br /> Staff is available to answer any questions. <br /> Pride of the Prairie <br />
