Joint Review Board <br /> March 23, 2000 <br /> Page Four <br /> Mr. Charles Smith, 1945 West Forest, was present and addressed the board. Mr. Smith stated <br /> that this was not the right thing to do and more property would be removed from the tax rolls. <br /> He stated that it is a burden of supporting the school system. <br /> Mr. Owen stated that this action does not remove any property from the tax rolls. <br />� Mr. Krieger noted that there is new language in Sections B and E of the plan. Section B will <br /> include text along with the graph. Section E will have additional language regarding collection in <br /> the 23rd year and an increment in the 24th year. The new language does not alter the purpose of <br /> the Board. <br /> Mr. Krieger stated that he is open to suggestion regarding the plan. Mr. Owen stated that he was <br /> concerned with the inclusion of Millikin University and Fairview Plaza which appear to be doing <br /> well as opposed to the rest of the area. Mr. Krieger stated that location of a piece of property <br /> located in the district does not mean that property will directly benefit. <br /> It was moved and seconded (Hendrian/Florian) to accept the criteria presented to the Board this <br /> date for a redevelopment project under the requirements of a conservation area designation. <br /> Motion carried unanimously. <br /> Mr. Froehlich noted that the language included in the resolution does not mean that the Board <br /> endorses the district. It means that the City approves and adopts the district. <br /> Mr. Couter stated that the City is comfortable with the list used to notify the ta�ng bodies. <br /> Mr. Froehlich suggested that the second paragraph of the resolution regardin�those duly notified <br /> be deleted. <br /> It was moved and seconded (Hendrian/Moore) to approve the resolution as amended. Motion <br /> carried unanimously. <br /> The resolution was circulated for signatures. <br /> Meeting adjourned at 4:25 P.M. <br />
