Attachmeat B <br /> The Partnership for Safe Water <br /> Benefits and Fees <br /> he Steering Committee of the Pannership for Safe Water approved the use of fees to fuud the <br /> , program on Apri18, 1998.The committee concluded that it would be necessary to collect <br /> '` approximately$250,000/yr to conduct an optimum program. <br /> To give this important program a start,the Partnership for Safe Water was supported by funds from the <br /> Water Industry Technical Action Fund(WITA� from 1995-1998. This fund derives its revenue from <br /> AWWA utility membership dues and is managed by the Water Utility Council. These funds were <br /> exhausted at the end of 1998. <br /> The Partnership Steering Committee has established a utiliry-based fee program for long-term funding. <br /> This mechanism was felt to best suit the needs of the utility participanu. The rates were set as low as <br /> possible to sustain the program and provide all the major benefits. <br /> Utilities similar to yours have elected to voluntarily participate in this program designed to improve <br /> water qualiry. The Partnership for Safe Water is the best example of utilities and regulators cooperating <br /> to achieve a common goal.
