ATTACHMENT III <br /> AGENCY: DECATUR MACON COUNTY OPPORTUNITIES CORPORATION <br /> PROJECT: "Comprehensive Home Energ,y Conservation with Savings to Investment <br /> Ration (SIR) for Low-Income Homeowners" <br /> PROGRAM DESCRIPTION: The Comprehensive Home Energy conservation Program with <br /> Savings to Investment Ratio (SIR) for low-income home owners will supplement their primary <br /> weatherization grants. Depending on housing needs, CDBG funds will be used to supplement <br /> the regular weatherization program in the following three areas: basic weatherization-safety <br /> inspections are performed on every heating appliance and system; health& safety-identifies and <br /> abates specific types of health and safety hazards that may exist in dwellings weatherized by their <br /> agency; energy-related repair services-defined as a measure(s)that are necessary to ensure the <br /> installation of an energy conservation measure or will enhance an energy related measure. <br /> FUNDING REQUESTED: $25,000 <br /> FUNDING RECOMMENDATION: 2$ 0,000 <br /> REVISED FUNDING RECOMMENDATION: 1$ 0,000 <br /> RATIONALE: Based on HUD statutory and regulatory requirements this program meets <br /> the national objective for benefit to low/moderate income persons and is <br /> therefore eligible for funding. Local requirements have been meet. The <br /> program received CDBG funding each year from 1996-1998. In 1999 the <br /> program was funded�by DCDF Inc. The funding recommendation is <br /> reduced by 50%based on Council directive to reduce funding to those <br /> agencies with three consecutive years of funding. <br /> Page -3- <br />
