Swanson, P.E., City Engineer� <br /> SUBJECT: Business Center of Decatur Roof Repairs <br /> CP 9951 <br /> The drifting of snow from the heavy snowfall in early January of this year on the roof of the <br /> Business Center of Decatur building caused several roof joists to crack. This roof damage <br /> occurred in the northwest corner of the building above Room 601. The Department of Public <br /> Works contacted John Clark, a licensed Structural Engineer with Homer L. Chastain & <br /> Associates (HLC), to inspect the roof joists to determine what temporary measures needed to be <br /> taken. His recommendation was to provide temporary shoring to the roof to prevent a complete <br /> collapse of the roof. The necessary arrangements were made for the shoring to be installed. <br /> In February of this year, the City contracted with HLC to evaluate the roof and prepare <br /> recommendations for the repairs to the roof. The report was completed and submitted to the City <br /> in July. After receipt and review of the report, the City's Engineering Division prepared the <br /> project manual to bid the project. The project was advertised for bids in September and notices <br /> sent to local firms thought to be interested in the work. One bid was received and opened on <br /> September 21, 1999. The one bid was submitted by Otto Baum Company, Inc. in the amount of <br /> $72,900.00. The engineer's estimate was $25,485.00. A bid tab was not prepared for this <br /> project. This bid was rejected as it was not considered to be in the City's best interests. <br /> The receipt of only one bid which was neaxly three times the engineer's estimate was a <br /> concern to staf£ John Clark of HLC was contacted to obtain his opinion for the lack of bidder <br /> interest and cost difference to his estimate. The lack of bidder interest was generally attributed to <br /> potential bidders being busy with other work. The cost difference was partially attributed to the <br />
