ECONOMIC DEVELOPMENT DEPARTMENT
MEMORANDUM # 99-17
October 12, 1999
To: Honorable Mayor and City Council Member
From: Rolanda Johnson, Acting City Manager ,/
A.J. Krieger, Director, Economic Development Department
Re: Agreement with Blank,Wesselink, Cook&Associates,Inc. to provide
assistance for tax increment financing district formulation
The attached resolution and agreement are for the procurement of planning and technical
assistance services for the establishment of a t increment financing (TIF) district, and
performance of all statutory requirements.
As Council will recall, during the Study Session portion of the July 12, 1999, City Council
meeting, staff sought direction relative to the formulation of a TIF district. Council's direction
was to continue with the planning and preparation necessary to adopt the appropriate
ordinance(s), and create the district.
The attached agreement with Blank, Wesselink, Cook and Associates (BWC) is for planning and
technical assistance in formulation of the district, preparation of the required documents, and
compliance with the various statutory requirements. The contract is written for an amount not to
exceed $45,000. The specific tasks to be performed by both the City and BWC are attached as
an eiibit to the agreement. BWC will notify the City at 25%, 50%, and 75% intervals of the
not to exceed limit so as to closely monitor project costs.
Also attached to this memorandum is a map detailing the proposed boundaries of the district.
Staff is (re)presenting the map for the purpose of receiving input from Council relative to the
district's boundaries. Once a boundary configuration has been determined, staff will begin the
preparation of the necessary documentation to certify the area's eligibility.
Upon Council approval, City staff and BWC will immediately begin preparing the necessary
documents, and initiate the process of drafting a project area redevelopment plan. The project
timeline calls for a redevelopment plan to be completed in early 2000, and a TIF ordinance to be
presented to Council for approval on May 1, 2000. Funding for this specific activity was
included in the FY 99-00 Economic Development Department budget.
Staff recommends approval of the attached agreement, and is available to answer
questions.
attachments: BWC agreement
district map
