III. PRIME CONSULTANT SELECTION <br /> Proposal Evaluation and Selection Process <br /> The following information will explain the procedures for selecting the firm for this <br /> Project. The evaluation of proposals will be conducted by a three-member Selection Committee <br /> composed of two (2)persons representing the Engineering Division and one (1) person <br /> representing the transit system. <br /> Proposal Evaluation Process - A qualification based selection process will be employed <br /> to determine a Prime Consultant for the Project. The selection process will comply with the <br /> Brooks Act (U.S. Public Law 92-582), the Local Government Professional Services Selection <br /> Act(Illinois Public Act 85-854), and the Architectural, Engineering, and Land Surveying <br /> Qualifications-Based Selection Act(Illinois Public Act 87-673). Each member of the Selection <br /> Committee will evaluate each Proposal using the following factors to determine the extent of <br /> responsiveness of each Proposal to the Statement of Purpose described in Section I. <br /> 1. Compliance with RFP Instructions - Proposals first will be reviewed to determine <br /> conformance with the requirements delineated in Section II, under the subsection titled <br /> "Required Proposal Contents and Format". <br /> 2. Technical Review- Each Proposal then will be analyzed to evaluate how well it <br /> addresses the needs of DPTS and the City. The criteria to be applied during this process <br /> are listed below under"Evaluation Criteria". <br /> 3. Reference Check- The City will verify the information provided by each Proposer <br /> concerning the extent of involvement in similar projects. <br /> 4. Scoring of Submittals - Each submitted Proposal will receive a score based on a <br /> weighted evaluation formula. <br /> 5. Interview/Presentation/Selection- The Proposers who submitted the three (3) highest <br /> scoring proposals will be invited to be interviewed by and to make presentations to the <br /> Selection Committee. The Selection Committee may ask any Proposer to clarify <br /> information submitted in its proposal. <br /> 6. Final Scoring - Each of the three (3) finalists will receive a score based upon the <br /> submittals, the presentations and the interviews with the Selection Committee. The <br /> successful Proposer, pending formal contract negotiations, will be the company that <br /> receives the highest aggregate evaluation score, and, in the opinion of the Selection <br /> Committee, is determined to be in the best interest of the City. <br />
