IV. CONTRACT NEGOTIATIONS AND AWARD
Selection of a Proposer to serve as Owner's Representative for this Project is not to be
construed as an award of a contract, but as the commencement of the contract negotiation
process. The objective of the contract negotiations will be to reach an agreement on all
provisions of the proposed contract.
The Selection Committee and the top-ranked Proposer initially will review the Project's
scope of work, as submitted by the Proposer,to formulate the final work program. Upon
reaching an agreement on the work program and a cost for services, the Selection Committee and
the Proposer will address the actual contract document. The contract will include all Federal and
State language required for Federally funded projects of this type.
Once agreement is reached on the final contract document, the Decatur City Council will
consider approval of the contract. If approved, the contract will be forwarded to the Federal and
State agencies having jurisdiction over this Project for their concurrence. No contract will be
considered awarded until it has been approved by all parties involved, and a written"Notice to
Proceed"has been issued by the City.
