Anderson Plaza <br /> Decatur, Illinois 62523 <br /> SUBJECT: Proposal <br /> Calibration of Current DUATS Model <br /> Dear Mr. Collins: <br /> Wilbur Smith Associates (WSA) is pleased to submit this proposal for the.preparation of <br /> the subject work as you requested on April 16, 1999. The proposed work is a <br /> complementary and parallel effort to the work incorporated in the WSA agreement with the <br /> City for the DUATS 2025 Transportation Plan. If selected we will do everything possible <br /> to meet the needs and expectations for the services required by the City of Decatur and <br /> the Decatur Urban Area Transportation Study. <br /> The current DUATS model, TRANPLAN, was developed by the Illinois DOT a few years <br /> ago. The model was not used during the development of the current 2014 Transportation <br /> Plan. The DUATS TRANPLAN model defined the study area with 509 Traffic Analysis <br /> Zones (TAZs), among which 19 are external zones (TAZs 491-509). The internal zones <br /> provide complete coverage in the 2014 Urbanized Area. It uses zonal population and <br /> employment, plus information on a list of special traffic generators to run a cross- <br /> classification trip generation model. No mode choice step is involved before the run of trip <br /> distribution model to arrived at trip tables. External to external trips were generated <br /> separately and added to the internal trip table before assignment. Highway trip assignment <br /> was carried out using equilibrium procedure. Screenline and cutlines were established to <br /> check the calibration level of the model. <br /> It is found that the overall level of calibration is not within the acceptable range. Of the <br /> twenty-nine screenline and cutlines, ten were within 10% of the ground counts. Fifteen <br /> were under assigned and four were over.
