Scope of Services <br /> To bring the model performance to the levei that it may be used for the 2025 <br /> Transportation Plan and future forecast, further calibration and validation is needed. The <br /> following tasks are proposed to accomplish this objective: <br /> Task 1 : Calibrate Model for 1990 (120 hours) <br /> The following parameters are to be checked and modified as needed: <br /> For the Network: <br /> ■ Centroid Connectors <br /> ■ Intersection Delays and Penalties <br /> ■ Speeds and Capacities <br /> ■ Other Link Attributes <br /> For the Trip Table: <br /> ■ Trip Production and Attraction Rates <br /> ■ Trip Length Distributions <br /> ■ Special Generators <br /> ■ Auto Occupancy Rates <br /> Task 2: Add Highway Projects (60 hours) <br /> Highway projects constructed between 1990 and 1998 are to be added to the network as <br /> required. <br /> Task 3: Add Zones for 1990 and 2025 (20 hours) <br /> The 2025 Urbanized Area is expected to be larger then 'the 2014 Urbanized Area. <br /> Between 10 and 20 TAZ's are to be added for the 2025 UA coverage. External zones <br /> would be modified as needed. <br /> Task 4: Establish Growth Rates 140 hours) <br /> Growth rates to 1998/1999 are to be established using population and economic data and <br /> new traffic counts. These data and counts are to be collected as part of the existing <br /> agreement. This will establish 1998 as the base year and base network to be used for the <br /> alternative evaluation process. <br /> Proposed Cost <br /> WSA will conduct the above work for a proposed cost of $15,300. WSA could discuss <br /> the factors used to prepare this cost estimate at your earliest convenience. <br />
