Collins, ., Director of Commu 'ty Developmen� <br /> Max Forgey, AICP, Senior Plann <br /> Hala Ahmed, Environmental Planner — <br /> SUBJECT: Proposed Program for Education and Awareness on Leaf Disposal <br /> Staff requests the authorization of Council to proceed with a program for education and <br /> awareness on composting as an alternative means for leaf disposal. <br /> One of the items proposed for spending the grant funds obtained from the Illinois Department of <br /> Commerce and Community Affairs (DCCA) was Education and Public Outreach. Forty thousand <br /> dollars ($40,000)were allocated for expenditure on that item. I <br /> The Department of Community Development has received a proposal from Norseman Plastics, a <br /> company that specializes in backyard composting, for launching a one day truck-load sale (TLS) <br /> of compost bins (1250). TLS has been operated in many communities, three in Illinois (Lake <br /> County, Manitowoc County, and Woodridge), and has been successful according to staff review. <br /> The program includes an intensive promotion and advertising perspective to insure maximum <br /> resident participation. Along with the bins, educational materials on composting will be <br /> distributed. The program will be useful in providing alternative ways of disposing of solid waste, <br /> including leaves, through education and provision of composting containers. <br /> Details of the program: <br /> • TLS will take place at two highly visible locations which have ample parking, generally on a <br /> Saturday from 8:00 AM to 4:00 PM. Residents will be served on a `first come first served <br /> basis' while supplies last. <br />
