• Bins: the proposed bins are conical in shape, made out of high density polyethylene with 50% <br /> recycled material, have a locking lid and access door for rodent resistance, and are portable. <br /> Each bin comes with a ten-year warranty against cracking, deterioration, or warping. Also <br /> included are assembly/placement instructions as well as a 32-page `Home Composting Made <br /> Easy' booklet. <br /> • Promotion and advertising: advertising for TLS includes `point of purchase displays,' <br /> handouts, and a media advertising campaign with cut-away flyers inserted in local newspapers <br /> (Please refer to the attached copy of the proposal). <br /> Norseman has submitted two proposals to the City concerning costs of the program: <br /> 1. Costs: $35 plus tax for a bin. In this case costs will be incurred totally by residents, the City <br /> will only lend its logo to Norseman Plastics in their media campaign to further increase the <br /> popularity of the program. <br /> OR <br /> 2. Costs: $20 plus tax for a bin. In this case, the City will pay Norseman a total of$15,000 in <br /> subsidy of bin costs. Payment will be after the event. <br /> Staffrecommends Proposal 2 so as to lower bin purchase costs for residents. Staffrequests <br /> approval of the attached resolution authorizing City Manager to negotiate an agreement with <br /> Norseman Plastics for a backyard compost bin truckload sale for Fall, 1999. Staffwill be <br /> available to answer questions. <br />
