E., Civil Engineer II (Sanitary <br /> Sewer�"� <br /> SUBJECT: East Side ( Ellendale) Sanitary Sewer Inflow/Infiltration <br /> Control, City Project 9926 <br /> Last year the Sanitary District of Decatur (SDD) brought to the attention of the City that <br /> SDD records showed a high level of storm water inflow/infiltration from the Ellendale sewer <br /> system. Ellendale is located in the south east area of the City of Decatur (refer to attached locale <br /> map). In addition, the sanitary sewer flows associated with the development of the new super <br /> Wal-Mart were a concern to the Sanitary District. City staff investigated the issues raised by the <br /> District about the need to control the amount of flow that gets to the SDD treatment plant District <br /> from this area of the City. <br /> Structurally, the Ellendale sanitary sewer system was found by City staff to be in good <br /> shape. Staff estimated its overall condition to be a 6 on a scale of 1 to 10, with 1 being the worst <br /> condition and 10 being the best. A major problem noted by staff in its investigation is the high <br /> infiltration into the sewer system during wet weather situations. The control of problems relating <br /> to inflow/ infiltration in the Ellendale sanitary sewer system was determined to be a priority by <br /> City staff. <br /> Inflow/infiltration is surface or ground water that enters a sewer system through cracks in <br /> pipes and manholes, disjointed pipe sections, illegal storm water connections to the sanitary <br /> sewer, and through manhole lids and frames. This extra flow, depending on its severity, can <br /> cause sewer backups and overflows during heavy storm water runoff events and extended periods <br />
