The City's Engineering Division prepared the specifications for this project. The project was <br /> advertised for competitive bids and two bids were received and opened on Tuesday, July 13, <br /> 1999. The results (copy of the bid tabulation is attached) of the letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over (,Under� <br /> Engineer's Estimate $ 2,083,770.00 --- <br /> Dunn Company $ 1,907,764.54 (8.45) <br /> Illinois Valley Paving Co. $ 2,091,849.50 0.39 <br /> Since the spring of this year, staff has been in contact with Dunn and IDOT to discuss <br /> problems that have developed with work Dunn did in last year's milling and rehabilitation <br /> program. The problems related to four to six isolated locations where the new overlay has shown <br /> premature pavement distress, several failed compaction test results, and a section of street on <br /> which a thin overlay at the crown of the street has worn off. Last year's program involved over <br /> 13.5 miles of City streets and the problems areas are estimated to represent less than three <br /> percent of the overall project. City staff's recommendation of this award has been delayed while <br /> these issues were resolved. Dunn has satisfactorily responded to all of staffls concerns and will <br /> be taking the appropriate measures to address the noted problem areas. Dunn and City staff will <br /> be modifying procedures to assure that these problems are not repeated this year. <br /> The funds for this project are from the City's Motor Fuel Tax (MFT) Fund. <br /> It is recommended by staff that the City Council approve the attached resolution awarding <br /> the contract for the 1999 Milling and Rehabilitation project, City Project No. 9908, to Dunn <br /> Company as the lowest responsive, responsible bidder in the amount of$1,907,764.54 and that <br /> the Mayor be authorized to execute the contract. <br /> City staff will be in attendance at the City Council meeting to answer questions that the <br /> Council members may have. <br /> attach: 3 <br /> cc: Phillip R.
