COMMUIVITY DEVELOPMENT MEMORANDUM <br /> NO. 99-186 <br /> July 28, 1999 <br /> TO: Honorable Mayor Terry M. Howley and City Council Members ' <br /> FROM: James L. Williams, Jr., City Manager � <br /> Cecil A. Collins, Jr., Director of Community Developmen�� <br /> William B. Turner, Building Inspections Supervisor � <br /> SUBJECT: Emergency Generator for Public Transit <br /> While preparing for the contingency plan for the yeax 2000 for the Transit Division, it was <br /> discovered that the loss of outside power would significantly cripple the ability of the Transit <br /> Facility to provide any type of transportation operation or maintenance. <br /> The fuel dispensing system for the vehicles will not operate without electrical power. The <br /> overhead doors in the service bays are too large to allow manual operation and are not equipped <br /> with alternate opening equipment. <br /> The heating system in the building has computerized equipment which is not date sensitive. This <br /> will still not operate without au�liary power. To provide service, minimal electricity will be <br /> required. <br /> Sta.ff has specified that the unit be portable so it can be moved to whatever location requires <br /> auxiliary power at that time. The unit was sized to provide ma�mum power required at any given <br /> location although it is not large enough to power all equipment and locations of the Transit <br /> Division. <br /> It was suggested that the City contact a manufacturer directly about purchasing a unit and contact <br /> someone else to install the unit. It was felt that a significant savings could be realized with this <br /> procedure. <br /> We are asking for authorization to solicit bids for the generator. Although present policy does <br /> not require City Council approval to solicit the bids, it is being submitted to be in full compliance <br /> with the Federal Transit Administration and Illinois Department of Transportation regulations so <br /> that we may apply for funding reimbursement. After the bids are received, authorization for <br /> purchase will be submitted to Council. <br />
