DECATUR POLICE DEPARTMENT
MEMORANDUM #99-51
July 28, 1999
TO: Mayor Terry Howley and City Council
From: James Williams Jr., City Manager
Michael L. Mowen, Chief of Police h, rn
Subject: AS 400 Upgrade
Purpose
The purpose of this memorandum is to secure council approval for the purchase of an upgrade to
the AS 400 communications server in the amount of$35,000. These funds were approved by
council during the July 1999 appropriations hearing. '
Reference
The AS 400 is the primary server for the communications system. The CAD system, records
management system and jail management system are all housed on the AS 400. The AS 400 was
purchased with an 8 GB hard drive which was projected to give the storage capacity for several
years of operation. It was soon realized that the capacity of the AS 400 was reaching a critical
level and preventing optimum performance.
In March of 1998, the AS 400's storage capacity was increased to 15GB which was the final
addition that could be made to the internal workings of the unit. In a little over 2 years the AS
400 has again reached a critical stage that prohibits optimum performance. The unit is operating
at 80% capacity of storage used. As the unit approaches the 88% mark, system degradation will
occur. Since additional memory and storage space cannot be added internally the hardware
vendor advised the department of two options.
The first option was to add an external unit called a"top hat"which would add four new hard
drives and give the unit a storage capacity of 28GB. This would be the final add-on to this unit
and any future additions would require the purchase of a new unit at a cost of approximately
$70,000. The cost for the top hat and hard drives would be approximately $10,000. At the
current rate of usage the AS 400 with 28 GB of storage capacity would reach critical level again
in one year. This enhancement would only add storage capacity and do nothing for additional
memory and processor speed. Both of these functions are requirements as more functionality is
required from the AS 400.
