Process Safety Management (PSM) - Scope of Work Ii <br /> Task 1: Identification,Development, and Training of the PSM Team; <br /> Preliminary Assessment of Current Status <br /> Donohue anticipates that key City water plant staff representatives will be identified early in the <br /> planning process,to serve as members of the PSM Team. The responsibilities of the PSM Team <br /> will include identification of the available Process Safety Information;the available operating <br /> procedures;current training or qualifications programs; current maintenance practices;existing <br /> safe work practices and procedures; and other information,policies,procedures,or practices that <br /> may be incorporated into the PSM program. The PSM Team will be the focus group for the <br /> development,communication,and decision-making activities throughout the program. We <br /> expect that the PSM Team will consist of inembers from your operations,maintenance, <br /> engineering,and safety departments,specifically those persons with experience in the plant's <br /> chlorination system process. Donohue will train and mentor the PSM Team as the core group for <br /> the development and implementation of the PSM program. <br /> Utilizing the structure and "Verification Checklist"of OSHA Instruction CPL 2-2.45A,Appendix <br /> A, "PSM Audit Guidelines,"Donohue and the PSM Team will conduct the "Records Review" <br /> (only)for each of the following program elements, identifying the presence of compliance <br /> requirements: <br /> • Employee Participation • Mechanical Integrity <br /> • Process Safety Information • Hot Work Permit <br /> • Process Hazard Analysis • Management of Change <br /> • Operating Procedures • Incident Investigations <br /> • Training • Emergency Response and Planning <br /> • Contractors • Compliance Audits <br /> • Pre-Sta�tup Safety Review • Trade Secrets <br /> The records review will consist of an evaluation of the presence of the compliance requirements <br /> of each of the elements,and a discussion and identification of existing City programs,policies, <br /> and procedures that relate to the requirements of the PSM Standard. Other site information,such <br /> as organization charts,job classifications,personnel assigned to operational and maintenance <br /> responsibilities for the process or emergency response organizations will also be discussed to <br /> identify the departmental organizations and approximate number of personnel that may be <br /> affected by PSM compliance responsibilities. <br /> Task 2: Development of the PSM Program Manual <br /> Donohue will prepare a PSM Program Manual document for the City's South Water Treatment <br /> Plant that is consistent with the "Compliance Guidelines and Recommendations for Process <br /> Safety Management,"Appendix C to 11910.119. This document will serve as a set of guidelines <br /> for the individual elements of Process Safety Management associated with the chlorination <br /> process. It will describe the criteria that the City should use when identifying and managing <br /> Donohue&Associates,Inc. PSM&RMP -South Water Treatment Plant <br /> Page A-1 <br />
