Demirjian, Anderson, Schiller and <br /> Smallwood. <br /> New Business <br /> CaL No. 99-20 Petition of RICHARD D. CAIN to rezone the premises generally located <br /> at the 1900 block of North Main Street, the 1900 block of North Water <br /> Street and the 100 block of East Garfield Avenue from R-3 Single Family <br /> Residence District to B-2 Commercial District. <br /> Mr. Phillip Cochran, Consulting Engineer, was present and spoke for the petition stating that Mr. <br /> Cain owns eleven properties in this immediate area. The e�sting land use to the east is B-2 and <br /> industrial; to the north is B-1 office and retail; to the west is B-1; and to the south is B-2 with <br /> businesses one of which is owned by Mr. Cain. Mr. Cochran stated that the petition fits the <br /> proposed zoning and single family houses are not being constructed in the area. An effort was <br /> made to rezone the entire block of properties and develop accordingly. <br /> In response to questions Mr. Cochran stated that Mr. Cain does not own Lots 5, 11, or 12. Mr. <br /> Cain owns a part of Lots 13 and 14. Lot 8 is zoned B-2 and developed with Tom's Crrill. <br /> There were no objectors present. <br /> Ms. Miller presented the recommendation of staff: <br /> The subject petition requests that the premises located at the 1900 Block of North Main Street, <br /> the 1900 Block of North Water Street and the 100 Block of East Garfield be rezoned from R-3 <br /> Single Family Residence District to B-2 Commercial District. The tract contains appro�mately <br /> 98,912 square feet or 2:27 acres and is developed with single family dwellings or vacant lots. The <br /> petitioner owns all but five properties in the area. All property owners were notified by the <br /> petitioner. The purpose of the proposed zone is to provide commercially zoned property for <br /> development. <br /> Upon review of land use and zoning patterns for the general area, staff notes that property <br /> immediately to the south is zoned B-2 Commercial District and developed as such. Property to <br /> the east is zoned B-2 Commercial District and M-2 Heavy Industrial District and is used by ' <br />' businesses appropriate to the zoning. The property to the north is zoned B-1 Neighborhood <br />, Shopping District and R-3 Single Family Residence District and developed with retail, office and a , <br /> church arkin lot.
