CAIN to rezone the premises generally located at the 1900 block of North Main Street, the 1900 block of North Water Street and the 100 block of East Garfield Avenue from R-3 Single Family Residence District to B-2 Commercial District. Mr. Phillip Cochran, Consulting Engineer, was present and spoke for the petition stating that Mr. Cain owns eleven properties in this immediate area. The e�sting land use to the east is B-2 and industrial; to the north is B-1 office and retail; to the west is B-1; and to the south is B-2 with businesses one of which is owned by Mr. Cain. Mr. Cochran stated that the petition fits the proposed zoning and single family houses are not being constructed in the area. An effort was made to rezone the entire block of properties and develop accordingly. In response to questions Mr. Cochran stated that Mr. Cain does not own Lots 5, 11, or 12. Mr. Cain owns a part of Lots 13 and 14. Lot 8 is zoned B-2 and developed with Tom's Crrill. There were no objectors present. Ms. Miller presented the recommendation of staff: The subject petition requests that the premises located at the 1900 Block of North Main Street, the 1900 Block of North Water Street and the 100 Block of East Garfield be rezoned from R-3 Single Family Residence District to B-2 Commercial District. The tract contains appro�mately 98,912 square feet or 2:27 acres and is developed with single family dwellings or vacant lots. The petitioner owns all but five properties in the area. All property owners were notified by the petitioner. The purpose of the proposed zone is to provide commercially zoned property for development. Upon review of land use and zoning patterns for the general area, staff notes that property immediately to the south is zoned B-2 Commercial District and developed as such. Property to the east is zoned B-2 Commercial District and M-2 Heavy Industrial District and is used by ' ' businesses appropriate to the zoning. The property to the north is zoned B-1 Neighborhood , Shopping District and R-3 Single Family Residence District and developed with retail, office and a , church arkin lot.
