ATTACHMENT A
SCOPE OF SERVICES
RO/IX EVALUATION
Owner: City of Decatur, IL
Project: South Water Treatment Plant RO/IX Evaluation
Engineer: Black& Veatch Corporation
Introduction:
The Engineer will perform the following tasks in completing an evaluation of RO versus IX for
nitrate removal for the Owner's South Water Treatment Plant. The General Scope of Work was
presented with the Owner's letter dated March 8, 1999. The March 8, 1999, General Scope of
Work was amended by the Owner to add a 30 mgd plant production capability. A copy of the
Owner's letter is attached and considered a part of this scope of services.
Task 100. Project Initiation and Data Acquisition and Review
The Engineer will collect existing information relevant to the evaluation of nitrate compliance costs,
including applicable previous reports on nitrate removal costs using ion exchange technology and
results of recent onsite membrane pilot testing and evaluation. This information will be reviewed to
assist in establishment of the appropriate design parameters and operating assumptions for the
full-scale treatment facilities, and to facilitate establishment of a common basis for development of
probable costs for nitrate removal using ion exchange technology versus the membrane
technology pilot tested at Decatur by Brian Hackman while he was a graduate research assistant at
the University of Illinois at Urbana-Champaign.
Task 200. Develop Preliminary Design Parameters and Site Layouts
Conceptual descriptions of each nitrate removal treatment alternative for two treatment capacities
(24 mgd and 30 mgd) and two raw water nitrate concentrations (12 mglL and 16 mglL, as N) will be
prepared. These conceptual descriptions will characterize the major components of each
alternative, identify requirements for interfacing with the existing treatment facilities, identify the
requirements for disposal of wastewater / wash water, and facilitate development of opinions of
probable construction and annual operating costs. Preliminary site layouts for each treatment
alternative will be prepared.
Task 300. Develop Capital Cost Data.
Opinions of probable construction cost will be developed for both reverse osmosis and ion
exchange treatment facilities for the capacity and operating conditions listed in Task 200 above.
Probable costs will include allowances for incorporation of the new treatment facilities into the
existing South Plant facilities and disposal of wastewater/wash water. ;
A-1
SLW16:071
04/20199
i
