The Sheriff shall establish and operate a records division which shall perform aIl <br /> record-keeping functions for both the City and the Sheri� with equipment and technology <br /> choices and personnel matters, including staffing levels and compensation, to be decided by the <br /> Sheriff. <br /> 3. The City, throu,�h its City Manager, and the Sheriff shall agree, in writing, on the <br /> financial considerarions to be paid by each with re�ard to the establishrnent and operation of said <br /> communications center and records divisior� and said officers shall further .agree on the <br /> operational capacities and general tasks and responsbilities of both said center and said division. <br /> Said agreement, as required hereby, shall be executed prior to the establishment of either said - <br /> - center or said division. <br /> 4. The City and the Sheriff agree that negotiations concerning the written agreement <br /> provided for in para�aph 3 hereof shall begin no later than August 1, 1994 and said negotiations <br /> shall conclude without unreasonable delay. <br /> 5.
