. � � � <br /> REQUEST FOR QUALIFICATIONS <br /> Decatur Comprehensive Plan . <br /> Purpose of this project. The City of Decatur, Illinois is preparing a Comprehensive Plan to <br /> guide the development of the community in the first twenty-five years of the Twenty-first <br /> Century. The Decatur Comprehensive Plan will draw upon its predecessors (including the 1920 <br /> and 1990 plans) and upon other plans and studies (including the Decatur Urbanized Area <br /> Transportation Study's 2025 Transportation Plan which is now being prepared by Wilbur Smith <br /> & Associates). <br /> In its finished form, the Comprehensive Plan will contain a series of chapters (or "elements'�, <br /> most of which will contain a data and analysis section and a set of goals, objectives, and policies. <br /> When appropriate, elements may also contain levels of service standards(LOS) for specific <br /> classes of infrastructure or services. The Decatur Comprehensive Plan will also contain two <br /> critical maps or map series--the Existing Land Use Map (EL UM) and the Future Land Use Map <br /> (FL UM). <br /> It is the intent of the Decatur City Council that the Decatur Comprehensive Plan (DCP)will: <br /> 1 present a vision of the City's future during the first quarter of the new century, and will identify <br /> the means by which that vision can be realized. <br /> 2 provide policy guidance for elected bodies, including the Decatur City Council. <br /> 3 guide the regulation of land use, including the annexation, rezoning, and subdivision processes. <br /> 4 create a linkage between land uses and capital budgeting. <br /> The DCP will be ready for final approval by the City Council within two years of the <br /> commencement of work. <br /> Scope of work—deliverables. The Decatur Comprehensive Plan (DCP)will contain the following <br /> deliverables: <br /> Phase One. This first phase of the DCP will contain three deliverables. Deliverable I will be <br /> prepared by Planning Division staff; Deliverables II and III will be the responsibility of the <br /> contractor. <br /> I. Introduction:Eighty Years of Planning. Decatur's planning tradition goes back to its first <br /> comprehensive plan, issued in 1920. This brief chapter will set a keynote for the plan as a whole, <br /> comparing statistics of 1920 with the realities of the verge of the Twenty-first century. This <br /> product will be prepared by City Planning Division staff. <br />
