The element will explore the <br /> means available for improving the city's stock of safe, decent, and affordable housing, and will <br /> propose methods and funding options for making home ownership available to the ma�mum <br /> number of families possible. The successful applicant will rely upon the resources of the <br /> Neighborhood Services Division. A Goals, Objectives & Policies section will complete this <br /> element. <br /> Phase Four. This portion of the comprehensive plan will contain two products. This phase may <br /> be performed concurrently with Phase Three. <br /> XII. Conservation &Environmental Protection Element. This prescriptive element will explore <br /> the issues of environmental protection and resource conservation, including air and water quality, <br /> solid waste, siting of telecommunication towers, drainage, solid waste, species protection, and <br /> natural groundwater aquifer recharge. A special section will address the issues relating to Lake <br /> Decatur and the problem of siltation with research provided by Public Works. This element will <br /> also discuss the issue of leaf burning and will propose alternatives to this practice. A Goals, <br /> Objectives &Policies section will complete this element. , <br /> XIIL Potable Water and Sanitary Sewer Element . This element will contain an inventory of the �� <br /> city's existing potable water and sanitary sewer systems, and will propose levels of service <br /> standards for both types of infrastructure, and will review the city's needs for new and <br /> replacement plants, pump stations, and lines and their capital implications during the next <br /> twenty-five years. The successful applicant will rely upon the Department of Public Works and <br /> the utilities Department for information. A Goals, Objectives &Policies section will complete this <br /> element. <br /> Phase Five. This phase of the comprehensive plan contains four elements. It may be performed <br /> concurrently with Phases Three and Four. <br /> XIV. Neighborhood Development Element This element will be a revision of the e�sting <br /> element, paying particular attention to the land use challenges of the Near North neighborhood. <br /> The element will identify the city's existing neighborhoods, and will propose strategies for <br /> preserving and enhancing neighborhoods. A Goals, Objectives &Policies section will complete <br /> this element. <br /> XV. Community Aesthetics Element. This element will reconsider the recommendations of the <br /> e�sting element, including such issues as architectural review, street trees and landscaping, and <br /> other enhancements. <br /> XVI. Heritage Preservation Element. This element will reconsider the recommendations of the <br /> existing element. <br /> XVII. Arts Element. This element will be a rewrite of the existing element, but will consider the <br /> experience of the last decade with such activities as Decatur Celebration. <br />
