(c) a discussion of land use issues, including the problems of vacancies and abandonment, the <br /> problems associated with the conversion of existing residential lands to other uses, including the <br /> lands in the vicinity of Decatur Memorial Hospital and Millikin University; <br />', (d) an assessment of the city's land use needs to the year 2025; and <br /> (e) a Goals, Objectives &Policies section which proposes policy direction to guide public and <br /> private decision making. <br /> This element will also contain a Downtown Revitalization Sub-element. This roduct will be a <br /> P <br /> re-write of the existing Downtown Revitalization Element, revised in light of the recent (1997-98) <br /> departure of the district's two largest retail anchors. The Near North Side plan, when completed, <br /> will also be a source of data and direction for this sub-element. <br /> Phase Three. This phase of the comprehensive plan will contain five products. <br /> VII. Transportatron Element . The 2025 Master Plan, wluch is bemg prepared by Wilbur Srruth <br /> and Associates, will serve as the core for this element, which will be distilled for inclusion in the <br /> comprehensive plan. The element will contain an inventory of existing facilities, a plan for the <br /> development of transportation infrastructure to the year 2025, a set of levels of service standards <br /> for all classes of transportation infrastructure, and a Goals, Objectives &Policies section. <br /> VIII. Parks&Recreation Element. This prescriptive element will propose a 25 year plan for <br /> development of the city's parks and recreation system. At a very minimum, this element will <br /> contain a complete inventory of parks and facilities and level of service standards for park types <br /> and for facilities, and a capital program for any proposed expansion of the system. City <br /> government is not the service provider for parks, and the successful applicant will rely upon data <br /> and policy guidance from the Decatur Park District. Bikeways/greenways should be addressed in <br /> this element. A Goals, Objectives&Policies section will complete this element. <br /> IX. Community Facilities and Services Element. This descriptive element will contain brief <br /> sections of data and facility/service inventories for Police and Justice, Fire, Education, Health <br /> Care, and Library, and will make projections of future needs, based upon levels of service <br /> standards. The successful applicant will rely upon provider agencies for information. A Goals, <br /> Objectives&Policies section will complete this element. <br /> X. Economic Development Element. This element will map a strategy for the City's economic <br /> development. The element will contain an inventory of economic development needs and <br /> opportunities and will highlight the strategies. Since a number of private and public agencies are <br /> involved in capital attraction and facilitation, an advisory committee should be created to work on <br /> this element. The successful applicant will rely upon the Economic Development Department for <br /> data and guidance. A Goals, Objectives&Policies section will complete this element. <br /> XI. Housing Element. This is a prescriptive element which will draw heavily upon the data and <br /> strategies contained in the City's Housing Assistance Plan. The element will contain an inventory <br />
