.
: SCOPE OF SERVICES Page 3
Traffic counts, commuting patterns (U.S. Census of Transportation), and Illinois
DOT information will be used to prepare a matrix of current trips by category. In
addition, travel data for other regions of similar size and character will be
reviewed. A recommendation will be prepared if an origin/destination or similar
survey will be required (These surveys are not part of this scope of services).
Socio/economic, land use and population data by TAZ (traffic analysis zone) will
be gathered and summarized by the City for use in this project.
Task 5: Develop Traffic Model and Forecasts
The current TRANPLAN network and TAZ system for the study area will be
updated to reflect the new information gathered from Decatur and DUATS. It is
assumed that the TRANPLAN model is fully updated and usable for this project.
The items that are to be checked and modified include:
• Centroid Connectors
• Speeds and Capacities
• Intersection Delays/Penalties
• Intrazonal Times
• One-way/Two-way Street Patterns
• Coding Errors
The product of this task will be a network that depicts the existing physical
characteristics of the roadways. It will also contain the correct definitions for
aggregated network link groups that will be used for subsequent model calibration
and validation.
This task will quantify the Land Use Plans (City and County) in terms of the future
population, housing units, and types of employment in the vaious TAZs. This
work will be performed by the City and DUATS with the assistance of the
consultant.
The travel demand forecast model for the study area will be updated beginning
with a review of the parameters. Base year socio/economic data will be part of
this review for reasonableness of all indicators. The results will be checked
against other survey results, as well as trip characteristics obtained from other
sources for the region and national average for similar regions. The calibration will
take place on the existing coded DUATS network.
The trip generation models will be checked for:
• Production and Attraction Rates by trip purpose;
• Special Generators Icommercial airport, university, retail malls, etc.);
• Trip Balancing Factors;
• Auto Occuancy Rate.
