Turner, Building Inspections Superviso�,� <br /> SUBJECT: Mass Transit Multi-Modal Transportation Facility <br /> In September of 1994, federal funding of a Multi-Modal Transportation Facility was approved. <br /> Preliminary planning and site selection was undertaken. In January 1997, the Illinois Department <br /> of Transportation approved additional funding for the project. Several sites were investigated and <br /> the final selection was made of the parking garage owned by the Decatur Civic Center Authority <br /> located on William Street behind the Decatur Post Office. � <br /> The concept of the project was to demolish most of the parking structure, fill the area and use the <br /> rest of the structure for lobby area, transfer areas and possibly rental space for other <br /> transportation connected uses. There were also plans to incorporate some storage space for City <br /> storage within the complex. <br /> In April of 1998, the City advertised for firms to submit a Letter of Interest and Statement of <br /> Qualifications. In July, two firms were asked to submit additional information and a committee of <br /> Robert Reed, Steve Swanson and Matt Newell reviewed the qualifications and selected Blank <br /> Wesselink and Cook as most qualified on July 29th. Council approval to proceed was not <br /> requested at that time. <br /> At approximately the same time, Robert Reed retired from City service. In September, the <br /> Community Development Director and I requested the two final candidates meet again for <br /> additional information. BWC did not participate in that meeting but BLDD expressed interest in <br /> providing additional information as to budget and schedules. Additional questions had been asked <br /> by staff about the structural integrity of the building. After another meeting with BLDD, it was <br /> found that BWC had conducted structural examinations and recommendation on the structure <br />
