Swanson, P.E., City Engineer <br /> SUBJECT: Drainage Area 30 -Albany/Fulton Storm Sewer Outfall <br /> City Project 9627 <br /> This year's Capital Budget includes the design of the Albany/Fulton Storm Sewer Outfall <br /> improvements to mitigate local flooding problems. The Albany/Fulton area is generally bounded <br /> by Fulton Avenue on the north, 34th Place on the west, Cherry Drive on the south and Albany <br /> Street on the east (refer to attached locale map). The need for these improvements was identified <br /> in the "Report on Storm Drainage for the City of Decatur, Illinois, 1966" prepared by Wanen & <br /> Van Pragg, Inc. (1966 Storm Water Plan). <br /> The City has in the past limited its work in this area to essentially maintenance type work <br /> including ditching and the installation of culverts. However, these improvements have provided <br /> marginal benefits and area residents are continually troubled with local flooding from the lack of <br /> an adequate storm sewer outfall system. This situation has caused area residents to express <br /> opposition to new development in the area believing that new development would add to their <br /> flooding problems. The decision to proceed with this project was based on the need to correct <br /> drainage problems in this area of the City. The improvements will serve to prevent potential <br /> street failures caused by the collapse of underground sewers, loss of trench backfill material or <br /> constantly flooded streets. <br /> The work necessary to complete the field survey and design of the improvements is more <br /> than the City's Engineering Division can commit to and complete in a timely manner. It was noted <br /> in the consultant selection process for the City's Storm Water Plan Update that current personnel <br /> from Blank, Wesselink, Cook & Associates, Inc. (BWC) had worked on the City's 1966 Storm <br /> Water Plan and had recent experience on several projects having needs comparable to those on <br />
