Williams, Jr., City Manager <br /> FROM: Sheri Adams, Hearing Officer, Solid Waste Coordinator � <br /> . <br /> RE: Application for Commercial Refuse Removal License by Waste Management of <br /> Springfield <br /> Pursuant to Section 28 of Chapter 56 of the City Code, a Public Hearing was held on September <br /> 28, 1998 at 10:00 a.m. in the City Council Chambers for the purpose of considering the <br /> applicarion of Waste Management of Springfield for a commercial license for removal of refuse in <br /> the City of Decatur. Pursuant to Section 28 of Chapter 56 public notice of the time and place of <br /> the Public Hearing was published ten days before the hearing. Written comments regarding the <br /> application of Waste Management of Springfield for a commercial refuse removal license were <br /> accepted for ten days after the Public Hearing. <br /> Pursuant to Section 29 of Chapter 56 the following criteria shall be considered when issuing a <br /> license for refuse removal: <br /> (a) Whether or not the public is at this time reasonably and adequately served <br /> (b) Whether or not convience and necessity requires the proposed service <br /> H'istorically, the City of Decatur has primariiy focused its efforts on administering the residential <br /> sector regarding refuse removal. Currently, there are 21 licensed refuse removal haulers <br /> operating approximately�7 licensed vehicles serving the residential routes/sector within the City <br /> of Decatur. (The overall number of haulers, has recently decreased with the purchase of three <br /> companies by American Disposal Services of Illinois. There are also negotiations in progress for <br /> American Disposal Services of Illinois to purchase another local hauler). All licensed refuse <br /> removal haulers serving the residential routes/sector may also service commercial accounts. In <br /> addition, the City of Decatur issues refuse removal licenses to haulers/companies wishing to serve <br /> the commercial sector, but who do not possess a residential route. Currently there are two <br /> commercial only refuse removal haulers licensed operating two vehicles within the City limits. In <br /> the past, there have been up to three commercial only licenses issued at any gven time. <br />
