This system, with a limit on the number of residential routes and the freedom to issue commercial <br /> only licenses, has proven successful in both the residential and commercial sectors. This system <br /> allows growth in the commercial sector as needed. The City of Decatur has taken the position <br /> that a business should be able to choose the waste hauler who can best serve that businesses' <br /> needs. As a result, competition has been the rule of thumb regarding waste collection in the � <br /> commercial sector. Competition benefits the commercial customers with lower prices and quality <br /> service. The market dictates the price for services, the number of haulers, and the services <br /> available. <br /> Waste tiianagement of Springfield is applying for a commercial only refuse removal license. <br /> Waste Management of Springfield currently provides waste hauling services in the surrounding <br /> communities including Springfield, Sangamon County, Christian County, and Shelby County. <br /> Furthermore, Waste Management of Springfield currently provides contract industrial roll-off <br /> waste hauling services to local customers including Caterpillar and Firestone. Waste management <br /> of Springfield has provided roll-off services to industrial Decatur customers since 1992. <br /> According to Waste Management of Springfield, this commercial refuse removal license would <br /> then be an extension of the current roll-o�services provided. Waste Management of Springfield <br /> stated that they are requesting a commercial license in response to a request from their current <br /> local customers to expand the services that they can provide. In doing so, the current industrial <br /> customers served by Waste Management of Springfield couId conveniently have one company to <br /> provide their industrial (plant and operation refuse) and commercial (business and office refuse) <br /> refuse removal needs. <br /> Businesses located in Decatur are being challenged to properiy manage their wastes. Granting <br /> Waste�Ianagement a license would allow local businesses another oprion for refuse removal <br /> services that may be able to better meet their needs. Waste�Iana�ement is a laree national <br /> company with a great variety of resources. The solid waste mana�ement industry is an evolving <br /> industry, therefore, it is necessary for the City of Decatur to allow for the provision of refuse <br /> removal services that will continue to serve the rapidly developing and diverse commercial sector <br /> present in Decatur. There will be another option for the local businesses to consider when <br /> enlisting commercial refuse removal services. The market, including services and customers, will <br /> determine the ability of companies to compete and succeed. <br /> (c) Whether or not the he proposed service, locarion, personnel, equipment, vehicles, and <br /> operation comply with the provisions of Chapter 56 of the City Code <br /> As a result of their operations in Central Illinois, Waste Management of Springfield is aware of <br /> the applicable traffic, health and sanitary ordinances, statutes, rer,�ulations, or rules of the State of <br /> Illinois, 1�Iacon County, and the City. Waste Management of Springfield is currently operating in <br /> the City limits providing industrial refuse removai services and is, therefore, familiar with the <br /> City's refuse removal requirements. Waste�Ianagement of Springfield has received and reviewed <br /> a copy of Chapter 56 of the City Code and understands the requirements associated with refuse <br /> removal within the City limits of Decatur and the requirements to operate refuse removal services <br />
