Glen F. Lynch Disposal
4411 W. Cantrell
Decatur, Illinois 62522
October 29, 1998
Ms. Sheri Adams
Solid Waste Coordinator
City of Decatur
#1 Gary K. Anderson Plaza
Decatur, Illinois 62523
In re: Request for Council review of Report of Hearing;
Waste Manaeement of Springfield commercial license
Dear 11•is. Adams:
Please accept this letter as a formal request for Council review of the staff report of
heari.ng and recommendation dated October 23, 1998 in the above matter. I especially take issue
with two points made by the staff recommendation. First, there are currently twenty-two
haulers with commercial licenses, even thouah two are have commercial licenses only. These
twenty-two haulers more than adequately serve the Decatur area. Second, it is my belief that
the staff recommendation does not adequately consider or give credence to the amount of
revenue that will be taken out of Macon County, Illinois if Waste Management of Springfield
is allowed a commercial waste-hauling license. The twenty-two commercial haulers currendy
servi.ng Decatur have local offices, use the local landfill, and the revenue stays in the circle of
services here in Decatur. Waste Management of Springfield has stated that they will not be
using the local landfill, and they currently do not have a local office. Revenue will be taken
from this community and sent outside this community to Springfield or beyond.
The staff recommendation does recognize that the solid waste management industry is an
evolving one. As one in the industry that certainly recognizes the truth of that statement, I
cannot understand why the City of Decatur would allow the introduction of Waste Management
during this point in the evolution of services. As the recommendation points out, they are a
huQe ntional company. This can, of course, have benefits for its customers, but it also has
burdens too. Those burdens, such as the lack of a local contact person and the slower response
