Upon receipt of said annexation petition, the City shall <br /> annex the territory described therein to the City as provided by <br /> law. <br /> 4. That upon annexation, the City, by ordinance, shall <br /> classify and place the Premises in the B-2 Commercial District, <br /> as per the provisions of City of Decatur Ordinance No. 3512 , as <br /> amended (the "Zoning Ordinance" ) . <br /> 5 . The Owners shall develop the Premises substantially as <br /> shown on Exhibit B attached hereto, and no building or other <br /> permits shall be issued by the City for any construction or <br /> development not substantially in conformance therewith. Varia- li <br /> tions to said Exhibit B within the East 275 feet of the North <br /> 1, 000 feet of the Premises must be approved in writing by the ,I <br /> directors of the Departments of Public Works and Community Devel- li <br /> opment of the City, and requests for variations shall not be <br /> unreasonably refused. Denials of such requests may be appealed i <br /> to the City Council . ' <br /> 6. No buildings or other structures may be built on the ', <br /> East 75 feet of said Premises, and Exhibit B shall reflect said I' <br /> restriction; provided that, if the Owners subsequently obtain <br /> ownership of all of Lots 1 through 15 of Coombe-Dale Addition, as <br /> per Plat recorded in Book 300 Page 298 of the records in the <br /> Recorder' s Office of Macon County, Illinois, or if all of said <br /> lots cease to be used for residential purposes, then the terms <br /> and conditions of this paragraph are waived. <br /> 7 . The Owners shall provide the City with an engineering <br /> study of the anticipated traffic patterns and volume for Maryland <br />
