The Owners shall construct an earthen berm eight (8) <br /> feet in height for one-half the length of the East property line <br /> of the Premises, as shown on said Exhibit B, said berm to be <br /> constructed with a 4 to 1 slope and landscaped as required by the <br /> Department of Community Development. Said berm shall be <br /> constructed along the reminder of said East property line upon <br /> the issuance of a second building permit for the Premises . <br /> 9 . The Premises shall not have vehicular access from either <br /> Maynor Street or Mulberry Drive. <br /> 10 . The Owners shall construct all on-site improvements, <br /> including any extensions of City utilities such as water and <br /> sewer mains, at their expense. <br /> 11. The City shall assist the Owners' efforts to secure <br /> sanitary sewer access for this property. The City's efforts <br /> shall include, but are not limited to, executing the Owners ' EPA <br /> permits and cooperating with the Owners to obtain the Sanitary <br /> District of Decatur approval of the Owners' EPA permits . Regard- <br /> ing traffic signalizations at the corner of 44th Street and U.S. <br /> Route 36 East, the City agrees to facilitate the request to the <br /> State of Illinois and the City will be responsible for ownership <br /> and maintenance of the traffic signalization after the traffic <br /> signalization has been installed at the cost of the Owners and to <br /> the satisfaction of the City. <br />
