, •: <br /> REQUEST FOR QUALIFICATIONS <br /> L Objective �� <br /> The City of Decatur requests qualifications of consultants to prepare a draft of the Decatur <br /> Urbanized Area Transportation Study: 2020 Transportation Plan, a long-range transportation <br /> study covering the years 2000 through 2020. The successful applicant, working with the City of <br /> Decatur staff, with the Illinois Department of Transportation(IDOT), and with the committees of <br /> DUATS (the Decatur Urbanized Transportation Study(DUATS), will generate the data and <br /> perform the necessary research to completely update and revise the e�sting Long Range <br /> Transportation Plan: 1995-2014, which was adopted by DUATS in December, 1994. This <br /> revised plan, when adopted, will aid the City of Decatur and the DUATS constituent governments <br /> and agencies in maintaining full participation in the 1998 Transportation Equity Act for the 21 st <br /> Century. The 2020 Transportation Plan will, when completed, provide policy guidance to the <br /> City of Decatur and will serve as a significant data base for the update of the community's <br /> comprehensive plan. <br /> The 2020 Transportation Plan will address the full range of topics which were considered in the <br /> Long Range Transportation Plan:�95-2014, but will give special emphasis to these issues: <br /> The potential for the development of intermodal transportation corridors and facilities in <br /> the City of Decatur and Macon County, including linkages of air, auto, motor freight, <br /> rail, and bicycle/pedestrian routes. <br /> The possibility of completing the interstate loop around the City of Decatur, the potential <br /> benefits of its completion, and the intermodallinkages which might result. <br /> The possibility of the expansion of the Decatur Airport as a facility serving a11 of <br /> Central Illinois. <br /> Identifying ways to increase both ridership and revenues to the City's e�usting transit <br /> system. <br /> II. Project schedule <br /> Work on Phase I—the Policy and Data Review portion—of this project will begin on or about <br /> 7anuary 4, 1999, and will continue for a maximum of forty-five (45) days until the consultant's <br /> first written product, the Evaluation and Appraisal Report(EAR), is ready for review by City of <br /> Decatur staff, DUATS, and IDOT. The EAR will be forwarded for review by the end of business <br /> February 18, 1999. <br /> After fifteen(15) days of review by the three agencies, on or about Maxch 8, 1999, the consultant <br /> will commence Phase II—the update of the existing Long Range Transportation Plan: 1995-2014. <br />
