.' '� <br /> After soliciting and receiving sufficient public participation, the consultant will prepare a <br /> preliminary version of the 2020 Transportation Plan. The preliminary version will be delivered to <br /> the City of Decatur no later than September 7, 1999. <br /> After a thirty(30) day review period conducted jointly by the City of Decatur, DUATS, and <br /> IDOT, beginning on or about October 7, the consultant will commence Phase III—the preparation <br /> of the final version of the 2020 Transportation Plan—which will be completed within thirty(30) <br /> days of the completion of the staff review. Thirty(30) copies of the final product will be <br /> forwarded to DUATS for adoption, and to the Decatur City Council for review and action. <br /> All parties understand the critical importance of completing this project, including all documents, <br /> maps, consultations, and public presentations, within the timelines established. <br /> III. Scope of work ' <br /> The following is a general outline of the proposed scope of work which will be refined in �', <br /> negotiations with the consultant selected to perform the services. ' <br /> A. Phase I tasks and deliverables. <br /> 1. The consultant will thoroughly read and review the Decatur Urbanized Area <br /> Transportation Study:Long Range Transportation Plan 1995-2014. Within <br /> forty-five(45) days of commencing work, the consultant will forward, in writing, <br /> to the City of Decatur an Evaluation and Appraisal Report(EAR), assessing the <br /> general soundness of the e�sting document and its data base, and explaining how <br /> he/she proposes to update the existing data and to improve the product. The <br /> consultant will review existing literature relating to Decatur and Macon County <br /> and their transportation needs, including the 1991 Decatur Comprehensive Plan, <br /> the Phase One Freight Study(a City of Decatur staff product), the Bicycle <br /> Facilities Plan(staff product), the 1998 Greenway Plan, the Lakeshore Drive Study <br /> (BWC), and the Macon County South and East Beltway Preliminary Feasibility <br /> Study(Chastain). <br /> a. A review of Preface I: "Transportation Vision Statement," and a <br /> recommendation of new or revised language, if appropriate, explaining the <br /> reasons for any proposed changes. <br /> b. A review of Preface II: "Transportation Objectives," and a <br /> recommendation of new or revised language, if appropriate, explaining the <br /> reasons for any proposed changes. <br /> c. An evaluation of the methodology used in preparing the Long Range <br /> Transportation Plan: 1995-2014, and of the general approach taken in that <br /> product. In particular, the consultant will compare the topical <br /> organizational approach used in that report with other methods which <br />
