3. The possibility of the expansion of the Decatur Airport as a facility serving all of Central
Illinois.
4. Identifying ways to increase both ridership and revenues to the City's esting transit system.
Approach. Transportation elements and long-range transportation studies usually take either a
modal or a geographical approach to their subject. The 1994 study took an unconventional
approach, using the fourteen principles of the 1989 Intermodal Surface Transportation Efficiency
Act (ISTEA) as a virtual table of contents. This RFQ calls for a thorough review and update of
the materials contained in the 1994 plan, but invites the selected consultant to deviate from the
topical approach. In composing this RFQ, staff was careful to maintain local oversight
throughout the process. The project will be done in three phases, with local government review
in each phase.
This draft has been reviewed by Paul McChancy of the MPO, and has been forwarded to Tim
Milan of IDOT.
Recommended action. Please review the attached RFQ, fill in the blanks in Section 4, and
forward it to the appropriate parties for further action.
Staff will be available to answer questions.
