COMMUNITY DEVELOPMENT MEMORANDUM
MEMORANDUM NO. 98-138
DATE: October 27, 1998
TO: The Honorable Mayor Howley and Council Members
FROM: James L. Williams , City Manager
Cecil A. Collins, C mmunity Develop ir r
Max Forgey, Senior Planner
RE: Request For Qualifications For the Decatur Urbanized Area Transportation Study:
2020 Transportation Plan
In order for the Decatur and Macon County to continue to receive Federal transportation funds
within the 1998 Transportation Equity Act for the 21st Century(Tea-21), an updated and revised
transportation plan must be developed. Attached is the Request For Qualifications(RFQ)for the
Decatur Urbanized Area Transportation Study: 2020 Transportation Plan and a copy of the
legal notice to be published. This project, when completed, will serve as the successor to the
Long Range Transportation Study: 1995-2014 which was adopted by the Decatur Urbanized
Area Transportation Study(DUATS), Macon County's inter jurisdictional Metropolitan Planning
Organization)in December 1994. For this reason, this project is the Planning Division's second
most urgent priority as expressed in our September 24, 1998 memorandum to City Council. The
most urgent priority—the Floodplain Ordinance—will be reviewed by Council on November 9,
1998.
Four matters of special emphasis. In addition to its role as a guide to Federal funding within
our jurisdiction, the 2020 Transportation Plan will, when completed, serve a second critical
function—as the Transportation Element to the revised comprehensive plan. For that reason, the
final product must satisfy both Federal and local needs as a source of data and as a guide to
policy-making. Given its key role within our comprehensive plan, the RFQ articulates four
matters of special emphasis. They are:
1. The potential for the development of intermodal transportation corridors and facilities in the
City of Decatur and Macon County, including linkages of air, auto, motor freight, rail, and
bicycle/pedestrian routes.
2. The possibility of completing the interstate loop around the City of Decatur, the potential
benefits of its completion, and the intermodal linkages which might result.
