McNabb,P.E.,Director of Public Works7
Stephen P. Swanson,P.E., City Engineer
John A. Smith,Water Production Manager
SUBJECT: Inspection of the City of Decatur's Elevated Water Tanks 'I
City Project 9846
The City's two elevated water tanks must be inspected at this time to determine their
condition and if repairs or repainting are needed. The tanks are referred to as the Garfield Street
and Division Street tanks. The Garfield Street tank is a 1.5 million gallon tank located on the
south side of East Garfield Street about a half mile west of Jasper Street. The tank is
appromately 124 feet high and was built in 1950. The Division Street tank is a 1.0 million
gallon tank located on the north side of West Division Street approximately a quarter mile west of
Oakland Avenue. This tank is approximately 119 feet high and was built in 1957.
The tanks were last repainted in 1990 followin an inspection completed in 1989. Since
the last repainting, follow-up inspections were done in 1991 and 1995. After the 1995 inspection,
several of the recommended repairs were completed. These included concrete repairs to the leg
foundations, valve vault repairs and electrical service updates. It is time for the tanks to be
inspected again. The inspection at this time is a preventive maintenance measure to note any
deterioration since the last inspection.
The inspection must be done by a private consultant with the required expertise and
equipment. Inspectors will have to enter the tanks and suspend themselves on the outside of the
tanks to make the required inspections. They will be inspecting the protective paint coatings on
the interior and exterior of the tanks to note any rusting, flaking or loss of material. In addition
they will be inspecting the support structures and related facilities to note any rusting or
corrosion; needed concrete foundation repairs; the condition of welds; condition of the electrical
system; and any needed safety upgrades. This information will be compiled into a report
submitted to the City for its use in scheduling and budgeting repair work on the elevated tanks.
