Swanson,P.E., City Engineer��2`"� <br /> SUBJECT: 21st Street Storm Sewer Outfall <br /> City Project 9828 <br /> This year's Capital Improvement Program includes the design and construction of the 21 st <br /> Street Storm Sewer Outfall improvements. The project was desi�ned in 1988 for the City by <br /> Bainbridge, Gee, Milanski & Associates, Inc. (BGl�, but was not constructed for budgetary <br /> reasons. One reason to proceed with this project at this time relates to the need to make <br /> improvements to several streets in the area. Staff did not want to make the street improvements <br /> with the knowledge that storm sewer improvements were needed. This will avoid having to cut <br /> newly resurfaced streets to install underground storm sewers. <br /> The storm sewer improvements generally consist of constructing storm sewers, drainage <br /> structures and related appurtenances in an area generally bounded by 19th Street on the west, <br /> 22nd Street on the east, Lawrence Street on the north and Cantrell Street on the south (see <br /> attached locale map). This will separate the storm and sanitary sewer systems in this area and <br /> mitigate flooding problems that have historically occurred in this area. The improvements will <br /> also serve to prevent potential street failures caused by the collapse of underground sewers, loss <br /> of trench backfill material or constantly flooded streets. <br /> The ten year old plans and specifications need to be updated because of changes in <br /> specifications and field conditions over the last ten years. These updates could not be completed <br /> by the City's Engineering Division because of the time commitment associated with making the <br /> various updates and the corresponding reuse of the plans. For this reason, staff decided to <br /> contact BGM directly about providing the needed professional services rather than solicit <br /> proposals from several firms. The basis for this decision was that BGM is the engineer-of-record <br />
