 •
  Page 2
Secondly, staff views the update to be timely from the perspective of the Environment Protection
Agency's (EPA) proposed storm water regulations for communities of population less than
100,000. The update should provide an opportunity to assess the impacts to the City by the
regulations and facilitate the City's efforts to meet the mandated deadlines. The third reason for
the update relates to the public acceptance and confidence in the document. The age of the
existing storm water plan subjects the report's data, information and recommendations to
arguments of not being workable, practical or acceptable.
The Department of Public Works staff prepared a Request for Proposal (RFP) to update
the City's storm water plan. The RFP was mailed to approximately 25 professional consultants
having expressed an interest in providing storm water plannin services to the City. Eleven
proposals were received in response to the City's request. The eleven firms submitting proposals,
listed in alphabetical order, were:
Beam, Longest and Neff, L.L.C.
Black& Veatch
Blank, Wesselink, Cook& Associates, Inc.
Camp Dresser&McKee
Clark Dietz, Inc.
Crawford, Murphy& Tilly, Inc. & Bainbridge, Gee, Milanski& Associates
Farnsworth&Wylie
Hanson Engineers Incorporated
Randolph& Associates, Inc.
Wight Consulting
WVP Corporation
The proposals were reviewed and rated by a selection task force consisting of Bruce
McNabb, Director of Public Works; Phillip Wilhelm, Municipal Services Manager; Keith
Alexander, Lake Manager; Raquel McCain, Civil Engineer I; and Stephen Swanson, City
Engineer. The task force selected four firms to be interviewed. The four firms interviewed were
Black & Veatch; Blank; Wesselink, Cook & Associates, Inc.; Camp Dresser & McKee/WVP
Corporation; and Clark Dietz, Inc.Bainbridge, Gee, Milanski & Associates, Inc.; After the
interviews, each member of the task force rated the four firms based on qualifications, experience,
expertise, assigned personnel and project approach. Clark Dietz, Inc.Bainbridge, Gee, Milanski
& Associates, Inc. (CDUBG1Vn was the preferred choice of each task force member.
Staff has negotiated a contract with Clark Dietz, Inc. for this project. A copy of the
contract is attached. The scope of work includes having Clark Dietz, Inc. review historical
drainage complaints; conduct public information workshops to provide information to citizens and
receive comments; develop a priority rating system to manage complaints and program
improvements; assist staff in assessing the impacts to the City of the pending EPA storm water
regulations; assist staff in developing a data base to better manage drainage complaints and
identify high priority areas; make recommendations for needed future drainage improvements; and
review current City ordinances, policies and procedures relating to storm water management to
make recommendations for needed updates to these documents. The update is expected to be
completed in seven to nine months. The cost of the update is $68,940.
