a y
 Page 2
bid was received in response to the advertisement process and opened on August 25. The result
of the letting is as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over -Under
Engineer's Estimate $ 26,000.00 ----
Otto Baum& Sons, Inc. $ 28,300.00 8.85
The Department of Public Works decided to reject the single bid because of the receipt of
only one bid, the estimated value of the work and the nature of the repair work. In discussions
with Otto Baum after the bid opening, they asked whether other alternate repair methods had
been considered that might save money on the project. As Otto Baum was the only bidder and
essentially became a sole source provider, staff met with them to discuss other alternate methods.
These discussions resulted in an alternate repair method that would provide an adequate
temporary fix to the bulkhead until it has to be removed. In addition, it reduced the cost of
repairs from the bid amount of$28,300 to $17,200.00.
It was decided by staff that advertising the project a second time would further delay the
needed repairs and have minimal cost savins to the City. For these reasons, it was decided that
Otto Baum should be awarded a contract to make the repairs as a sole source provider based on
the lack of bidder response to the City's advertisement of this project for bids. Otto Baum& Sons
have performed acceptable work on previous projects for the City and was recently awarded a
contract to make repairs to the sludge overflow structures at the North Water Treatment Plant.
Funding for this project will be from the City's Water Fund.
It is recommended by staff that the City Council approve the attached resolution awarding
the contract for the SWTP Lagoon #1 Levee Repair, City Project No. 9845, to Otto Baum &
Sons, Inc., in the amount of$17,200.00 and that the Mayor be authorized to execute the contract.
City staff will be in attendance at the City Council meeting to answer questions that the
Council members ma have.
Y
attch: 1
cc: Michael J. Jontry, Water Production Maintenance Supervisor
William A. Ratekin, Asst. City Engineer
Kenneth D. Baum, Otto Baum& Sons, Inc.
CP 9845
