CITY COUNCIL MINUTES <br /> MONDAY,APRIL 14, 1997 <br /> The City Council of the City of Decatur, Illinois, met in Closed, Executive Session in the <br /> City Council Conference Room. Mayor Terry M. Howley presided; together with him being <br /> Councilmen Michael T. Carrigan, Larry W. Foster, Lou Ann Jacobs, William Mitchell, Kent N. <br /> Mittelberg, and William F. Oliver. All seven members were present. Mayor Howley declared a <br /> quorum present. <br /> The only item of business was a discussion regarding labor relations. City Manager Jim <br /> Williams and Assistant City Manager Rolanda Johnson highlighted major issues discussed <br /> during negotiations between the City and AFSCME Local 268 and the Police Benevolent <br /> Association. Some issues included ppo, residency, life insurance, minimum staffing, equipment, <br /> and holidays. No formal action was taken. <br /> Councilman Mitchell moved the meeting be reopened to the public; seconded by <br /> Councilman Mittelberg, and on call of the roll, Councilmen Carrigan, Foster, Jacobs, Mitchell, <br /> Mittelberg, Oliver, and Mayor Howley voted aye. The Mayor declared the motion carried. <br /> The meeting was reopened to the public and adjourned at 8:13 P.M. <br /> l <br /> ,� � � �/���� <br /> Celeste F.
