CITY COUNCIL MINUTES <br /> MONDAY,MAY 12, 1997 <br /> The City Council of the City of Decatur, Illinois, met in Closed, Executive Session in the <br /> City Council Conference Room. Mayor Terry M. Howley presided; together with him being <br /> Councilmen Nick Burton, Michael T. Carrigan, Larry W. Foster, Lou Ann Jacobs, William <br /> Mitchell, and Betsy Stockard. All seven members were present. Mayor Howley declared a <br /> quorum present. <br /> The only item of business was a discussion regarding labor relations and pending <br /> litigation. City Manager Jim Williams, Assistant City Manager Rolanda Johnson, and <br /> Corporation Counsel John W. Couter reviewed the status of negotiations between the City and <br /> both AFSCME Local 268 and the Police Benevolent Association. Staff wanted to determine <br /> whether their authority was the same or whether Council wanted to modify on items such as <br /> residency, longevity, minimum staffing, life insurance, grievance language, and percent of pay <br /> raises. No formal action was taken. <br /> The next item of business was a discussion regarding pending litigation. City Manager <br /> Williams and Corporation Counsel Couter advised Council of litigation regarding the Mass <br /> Transit Facility and the dispute between the city and contractor over $350,000.00. No formal <br /> action was taken. <br /> Councilman Foster moved the meeting be reopened to the public; seconded by <br /> Councilwoman Jacobs; and on call of the roll, Councilmen Burton, Carrigan, Foster, Jacobs, <br />, Mitchell, Stockard and Mayor Howley voted aye.
